I have located this instrument on the engineers panel of the US Navy's floatplane JRM-1 Martin Mars

It is in its original packaging with instructions. The Rest Computer was designed for simple solution of level flight cruise control problems. It is a 3 disc circular slide rule. Measures 7 in diameter.
